[TENDER CLOSED] Expert Consulting Services - Clean Cooking Project for Africa - Multicountry Expert Pool

Project Measures:  Individual consultants shall contribute to national processes led by Tenderer and the Governments of Cameroon, Kenya and Ghana to design and/or implement (based on the national process stage) a large-scale LPG fuel-switching programme, including as applicable enhancements to LPG market rules, estimation of national LPG scalability potential (demand and supply), reengineering of the value chain, and identification of required interventions and investments throughout the value chain.

Requested services:

The requested services of the international individual consultants are divided into six different roles that will be assigned individually and comprise for each of the three focal countries Cameroon, Ghana and Kenya: (1) completion, or organization and completion, as the case may be, in partnership with the national government of a national multi-stakeholder process for (a) enhancing policy, regulations, and enforcement mechanisms that would, if implemented, enable significant LPG scale-up on a commercially sustainable and safe basis and (b) development of a national LPG investment and intervention plan (together, “Process Framework”), (2) the preparation of a national consensus-based roadmap of holistic policy, regulatory and enforcement enhancements necessary and sufficient for large scale, sustainable LPG to succeed (“Roadmap”), and (3) the preparation of a national LPG investment and intervention plan inclusive of relevant government and industry stakeholders and coordinated with the Roadmap (“Investment Plan”). Together, the Roadmap and Investment Plan form the National LPG Master Plan (“Master Plan”).

[TENDER CLOSED] Consulting Services - Clean Cooking Project for Africa - Ghana

Project Measures: Consultant shall contribute to a national process led by Tenderer and the Ghana Government to design a large-scale LPG fuel-switching programme in Ghana including reform of LPG market rules, estimation of national LPG scalability potential (demand and supply), reengineering of the value chain, and identification of required interventions and investments throughout the value chain.

Requested Services:

  • Assess the national market potential for LPG for cooking subject to (i) completion of favorable reform of the LPG market and corresponding governmental policy and regulation; (ii) financial interventions to unlock consumer demand for LPG; (iii) corresponding investment in LPG supply and distribution.
  • Working with GLPGP experts, identify, prioritize and recommend interventions and investments (i) to unlock LPG demand and (ii) to supply the unlocked LPG demand.
  • Support GLPGP experts in their work to advise the Government of Ghana on development of a reform plan for the national LPG market and corresponding law and governmental regulation.
  • Produce a market assessment report regarding the foregoing items (as specified in the project ToR).
  • Assist GLPGP with project management and administration for the foregoing items.

The prequalification of experienced Consultants is subject to the regulations contained in the Guidelines for Assignment of Consultants in Financial Co-operation Projects (see www.kfw-entwicklungsbank.de). The contract will be awarded to an independent consultant firm with proven experience in the LPG sector, the region, the redesign of commercial markets/value chains, and work supported by international development partners, and having an annual turnover of at least 1,000,000 EUR.
